To keep criminal activity to a minimum or reduced - give tenants the opportunity to learn new things vis the INTERNET. For all the money wasted you would think $1000 @ 10 tablets, and cable INTERNET with wifi boosted and placed every 3rd floor tenants could have access to amazing games and learning tools and especially music and videos. People get bored in prisons so they need to do something and to do something new they create opportunity under the wire of the policies. The data would be priceless captured to know what and who the criminally minded are and could help them by being given other knowledge opportunities and tools to be creative or to learn. Tenants could simply sign in and out for them . Worst case they could be kept in the dinning area, and 1 wifi and a sensor alarm installed. Get a grant and keep records of the usage and progress of how well they are used and abused. Make corrections as needed in the program. This is helping your community here.

So if you research the CIA experiments ( Nazis from Germany were placed under the CIA Govt department for secrecy in america ) you literally have to wonder what I learned in College and what were these institutions teaching me and all these young adults who attended college.
